·   Knowledge and experience in the review and evaluation of potential investment proposals and expansion projects of Subic Bay Freeport Locators for its socio-economic impacts to local communities as well as the Corporate Social Responsibility (CSR) plans or projects of these stakeholders;
·   Knowledge and experience in enhancing linkages with Local Government Units, Government Agencies, Non-Government Organizations, Peoples Organizations, etc. for community participation and development, and provision of assistance on matters pertaining to various community or social issues and concerns;
·   Knowledge and experience on principles of environmental inspection and monitoring, and ability to interpret and make decisions pertaining to environmental laws, regulations, and policies;
