Salary: Php 111,742.00

Minimum Qualification Standards of the Civil Service Commission

Education:

Master’s Degree or Certificate in Leadership and Management (C-Pro) from Civil Service Commission

or

Completion of the degrees of

Bachelor of Laws / Doctor of Medicine from a CHED-recognized institution

or

Career Executive Service (CES) and

Career Service Executive (CSE)

Experience: Five (5) years of supervisory / management experience functionally related to the duties in the Position Description

Training: 120 hours of supervisory/management learning and development intervention

Eligibility: Career Service Professional/Second Level eligibility


Position Description

1.  Plans, develops and administers the personnel staffing programs of SBMA by providing advice and guidance to management on recruitment, merit promotion, separation, termination, retirement, etc. Advices management regarding principles, advantages and disadvantages of the various staffing methods in selecting employees. Identifies and implements long range solutions to anticipated personnel and manpower problems and assists management in maintaining a workplace balance to meet workload budget constraints;

2.  Develops human relations programs toward prevention of disciplinary incidents and ensures the problems are given uniform and consistent treatment in accordance with controlling policies, procedures and applicable guidelines. Provides advisory services on employee-management relations and guides SBMA managers/supervisors in the identification and resolution of the problems in such areas as employee conduct, infraction and discipline;

3.  Provides management and general services necessary in the execution of leave and payroll administration functions of the Agency. Administers the employee compensation program and other benefits due to SBMA personnel;

4.  Plans and initiates programs designed to improve the quality of SBMA workforce such as management trainings, executive development, communications training, self-development programs, etc. Administers the development program through the creation of training opportunities and development policies appropriate to Agency needs;

5. Perform other tasks as may be assigned.

Notes:

·         For plantilla personnel of SBMA and those from government agencies: Must have at least a Very Satisfactory (VS) rating at the Individual Performance Commitment and Review (IPCR) Form for year 2020.

·         For individuals under Contract of Services (CS): Must have at least Very Satisfactory Performance Evaluation System (PES) rating for the periods, January to May/June 2020, and  July to November/December 2020

·         For external applicants: PES and IPCR ratings are not required.

  1. Application Letter addressed to The Chairperson, Human Resource Merit Promotion and Selection Board for Executive/Managerial Positions;
  2. Fully accomplished Personal Data Sheet (PDS) in MS Excel with recent passport-sized picture (CS Form No. 212, Revised 2017), thumbmark and signature;
  3. Work Experience Sheet (Attachment of CS Form No. 212) which both can be downloaded at www.csc.gov.ph using MS Word and affix signature;
  4. School Transcript of Records and Diploma of highest educational attainment;
  5. Certificate of Employment attesting the relevant experience held from authorized official/s (current, previous employment or jobs including volunteer work on a full time basis)
  6. Relevant Training Certificates; and
  7. Civil Service eligibility and/or valid license from the Professional Regulation Commission (PRC).

Additional requirement for Personnel from other government agencies:

§ Clearance from current and/or previous government employer/s

Note: SBMA Personnel with Permanent status may only submit item nos. 1-3 hereof, and the below-listed additional requirements:

§ Fully accomplished In-House Application Form;

§ For applicants whose eligibility is Professional License, must send proof of valid PRC license;

§ Office Order or Memorandum on relevant experience with specific duties and responsibilities, if applicable; and

§ Certificate/s of Recognition (Employee of the Year/Quarter)
