Policies
on the exemption to Master’s Degree requirement:
1.
The Career Executive Service (CES) and Career Service

appointment to division chief and executive/managerial positions in lieu of
the master’s degree requirement, provided that the experience and training
requirements are also met.
2.
RA 1080 eligibles shall be exempt from master’s
degree requirement for division chief and executive/managerial positions the
duties and responsibilities of which involve practice of profession or belong
to the same occupational group or functionally related positions as that of
the professions regulated by BAR or Board laws.
3.
Completion of the degrees of Bachelor of Laws and
Doctor of Medicine from a CHED-recognized institution shall be considered
appropriate education for appointment to division chief and
executive/managerial positions or other positions requiring master’s degree
the duties of which do not involve practice of profession covered by
BAR/Board laws.
Experience: Five (5) years of supervisory / management experience
Training: 120 hours of supervisory/management learning and development
intervention
Policies
on the training requirements appointment to executive/managerial positions
(SG-26 and above) in the second level:
a. For
executive/managerial positions in the second level with duties and
responsibilities involving practice of profession as reflected in their
corresponding Position Description Form (PDF)/Job Description (JD) (i.e.
Director of Accounting Department or Legal Office), the Mandatory Continuing
Legal Education (MCLE) for BAR passers and the Continuing Professional
Education/Development (CPE/CPD) for licensed professionals taken within the
last 5 years may be considered appropriate trainings. Training relevant to
practice of profession may also be considered in lieu of CPE/CPD. The MCLE,
CPE/CPD and/or relevant trainings shall constitute for a maximum of forty
(40) hours of training and the remaining eighty (80) hours shall be
management training taken within the last five (5) years reckoned from the
date of assessment.
b. Executive/managerial
positions in the second level with duties and responsibilities which are
highly-specialized in nature as shown in their PDF/JD may require trainings
which are highly-technical and/or highly-specialized. These highly-technical
and/or highly-specialized trainings shall make-up for a maximum of eighty
(80) hours of training and the remaining forty (40) hours shall be management
trainings taken within the last 5 years reckoned from the date of assessment.
Eligibility: Career Service Professional/Second Level eligibility

· Must be a graduate of Bachelor of
Laws and with BAR eligibility;
· With at least fifteen (15) years
experience in litigation, corporations and labor law; and
· Mandatory Continuing Legal Education
(MCLE) compliant

· Must have supervisory experience in
various aspects of collection and disbursement of government funds including
the conduct of control and safeguard of all revenue collections;
· Must have trainings in counterfeit
detection from Bangko Sentral ng Pilipinas (BSP);
· Must have knowledge of the policies
governing financial instruments as mandated by the BSP;
· With extensive knowledge in the operation
of Integrated Financial Management System (IFMS) particularly the Accounts
Receivable and Accounts Payable modules and the maintenance of its users;
· Knowledge of the different revenue
sources of SBMA is a must;
· Knowledge and experience in the development/preparation
of Standard Operating Procedures for Cash Management Division and its
implementation based on Generally Accepted Accounting Manual (GAAM) and BSP
Memorandum Circulars;
· Ability to resolve complex problems
encountered by cashiers regarding collections, credit card transactions and
its settlements, and the Point of Sale (POS) operation;
· Familiarity with the IFMS and
ability to detect and validate system errors that affects Cash Management
Division operation. Must be able to properly communicate with system
developers or programmers for applicable solutions and enhancements; and
· Knowledgeable in the various
reportorial requirements of the division including accountability for
accountable forms and its compliance to Commission on Audit (COA) requirements.
